Governance in Uganda has been decentralized sending power into the hands of poorly equipped and financed local leaders called “local council chairpersons or LC” but on top of this they are stubbornly un-educated yet some how they are expected to carry the burden of preparing and signing off documents on behalf of the community members they lead. Below are two letters that I have accessed and as you read through one striking truth is that its basically direct translation from the local dialect “LUGANDA” into English with reckless abandon to grammar and punctuation. Re: INSECURITY CAUSED BY GOOD SAMARITAN CHURCH
Reference is made about the above church located in our area. Our locality is a residential place where we have our homes. Its now two years since the above church started operating from our locality and at the first the situation was normal but recent things went worse.
These people pray the whole night making noise through singing and noisy plus music hence leaving us sleepless nights.
Secondly their hygiene is very poor due to of toilets around.
Adding on more in course of their prayers the members of this church insult none members and the neighbors.
We very well remember that around the month of January this year (2014) officers from law enforcement offices at Wakiso came and visited the scene where by they came out with a resolution that the church should be closed due to their findings. However to our surprise the church members re located them selves in a tent just in between our houses and they resumed with their prayers. We have contacted relevant officers within Wakiso but as if no body has taken our concern seriously.
We request your good office to enter into this matter so that we enjoy peace within our country.

Re: FALSE ALLEGATIONS AGAINST ME AND MY SON LUBOWA JONAH
Reference is made on a wrangle that is between the residents of Nakuwadde Lubanyi zone where the church known as Good Samaritan was built.
This church was built between our residential area and this made our lives difficult as they would play music the whole night through their night prayers where by they abuse none members.
Around the month of January 2014, as a concerned resident we reached our concern to the to the district authorities who came and visited the area and it was resolved that the church should be closed.
a letter was written to them (as per the attached copy) however they refused to honor the instructions given to them. It was a day I cant recall very well that these church members came and opened up the church and stated singing when I went to ask them why they had opened a church that was closed they insulted me. I later heard that they had opened up a case of threatening violence against me and my son. when I went to police to explain my self I was told that the case file had been sent to your office so I wish to put it clearly that I have never threatened any body but I was trying to ask these members of the church why they had opened a church that had been closed.
